The site now occupied by the Mexican Federation Judicial Authorities was of great importance even before the Spanish arrived on the American continent. Here, the Aztecs celebrated the ceremony of el Volador, which involved four people connected by a wooden frame to a tall central mast, flying through the air. This game was practiced in certain ceremonies principally connected to the Fire God Xiuhtecuhtli, along with other rituals related to agriculture. During the colonial period, a tianguis or market known as the Plaza del Volador was established that also doubled as the local bull-ring until 1929 when the Supreme Court was finally built.

Within the walls of this prominent building, one can also find paintings by José Clemente Orozco and the North American George Biddle, along with two sculptures by Ernesto Tamiz.
