When in Antigua, do as the locals do, forget the telephone (if you're in the harbor areas) and learn about using VHFs (marine radios). This is the most accepted and common form of communication here; every business has one and will gladly share. You can reach Apple (yes, it's his real name) by calling for him on a VHF marine radio, channel 68. He's been transporting visitors and locals for more years than most of us can remember, back and forth, across beautiful English harbor. Opposite the hotel dock is the Antigua Slipway, Catherine's Cafe, the Pillar's of Hercules, the Inn at English harbor, Galleon Beach Resort and Colombo's Restaurant, each a five minute water taxi ride. His craft is a small wooden powerboat, nothing fancy.
